The film opens with a police interview, the LAPD is recruiting for the DEA. Russell Stevens now known as Johnny Hull accepts the job. He starts low level with street dealers, and works his way up to the importers/exporters. Johnny becomes partners with David an attorney/drug dealer, who is high up but not high enough. Johnny is after the big boss, he soon finds out that his DEA contact/boss may have been compromised, and has to make a decision to cross the thin line between a dealer and deep cover.
